SAA澳大利亞國際標準公司 (Standards Australia International Limited) 是澳大利亞唯一的標準認證機構。該機構于1922 年成立，當時名稱為澳大利亞聯(lián)邦工程標準協(xié)會， 1929 年更名為澳大利亞標準協(xié)會。隨著業(yè)務的不斷發(fā)展， 1990 年又增加了質量認證服務有限公司 (Quality Assurance Services Pty Ltd) 。1999 年，該機構徹底放棄了協(xié)會性質，以公司形式注冊至今。
  SAA為澳洲安全認證標志，為新認證RCM的一部份。
  公司發(fā)展
  澳大利亞國際標準公司是相對中立于政府和用戶的。1988 年它與聯(lián)邦政府簽署了諒解備忘錄，明確了它在澳大利亞的獨立性和權威性。公司總部設在悉尼，在各州有辦事機構，員工共有 500 多人，并在印度、印度尼西亞和新西蘭設有分支機構。
  無論是進口或是在澳當?shù)亟M裝的電器產品，在進入澳大利亞市場銷售前，首先要通過澳大利亞國際標準公司的認證。不同電器產品要做不同的產品質量認證。
  所有電器產品均要做安全認證(SAA）。檢驗機構通過對電器的破壞性試驗，檢查電器的安全可靠性，比如在高溫情況下，不間斷地超負荷使用電器，檢查電器的安全性能。對洗衣機的外表要進行漏水試驗，檢查是否漏電對電器的插座進行非正常使用，看是否有不安全隱患等等。
  進入澳大利亞市場的電器產品須符合當?shù)氐陌踩ㄒ?guī)，即業(yè)界經常面對的SAA認證。由于澳大利亞和新西蘭兩國的互認協(xié)議，所有取得澳大利亞認證的產品，均可順利地進入新西蘭市場銷售。
  SAA 的標志主要有兩種，一種是形式認可，一種是標準標志。形式認證是只能樣品負負責，而標準標志是需每個進行工廠審查的。目前國內申請 SAA 認證有兩種方式，一種是通過 CB 測試報告轉，若沒有 CB 測試報告，則也可以直接申請 .
  在化化學工行業(yè)中SAA是表面活性劑的簡稱。
  澳大利亞的標準機構為Standards Association of Australian，所以很多朋友把澳大利亞認證稱為SAA認證。實際上SAA只是標準制定機構，而不頒發(fā)產品認證證書。SAA后來又改名為：Standards Australia Limited。SAA是獨立的公司，與政府沒有直接的關系，但是聯(lián)邦政府和州政府是它其中的成員。SAA和澳大利亞聯(lián)邦政府簽署了一個備忘錄，承認SAA是澳大利亞的非政府標準組織的最高組織。備忘錄也指出，標準的制定要與WTO的要求一致。因此，有協(xié)議指出當合適的國際標準已存在時，就不用制定新的澳大利亞標準。澳大利亞的標準以“AS”開頭，澳大利亞與新西蘭的聯(lián)合標準以“AS/NZS”開頭。澳大利亞的標準與新西蘭的標準基本與IEC一致，同時存在一些國家差異。澳大利亞和新西蘭推行標準的統(tǒng)一和認證的相互認可，產品只要取得一個國家的認證后就可在另外一個國家銷售。
  監(jiān)督機構
  澳大利亞是聯(lián)邦國家，電器安全及能耗要求的認證、控制和管理工作由各個州或地區(qū)的監(jiān)控部門（Regulatory Authority）按照本州/地區(qū)的認證程序進行。任何一個州頒發(fā)的證書在其他州/地區(qū)同樣有效，不用任何附加手續(xù)。此外，SAA標準制定機構的全資子公司QAS（Quality Assurance Services Pty Ltd.）是澳大利亞的NCB（National Certification Body），其出具的證書也到了各個州或地區(qū)的承認，具有同等的效力。
  認證要求
  1.SAA認證和C-Tick認證將逐步取消，代之以RCM認證，該認證涵蓋安規(guī)和EMC（C—TIck可能仍然會適用于一些小功率的無線產品）。
  2.所有電子產品，將分為三類：High，medium, low Risk。我們沒有詳細的劃分范圍資料，一般來說，電池驅動和電壓在12V以下的產品是低風險，240V標準電壓產品為中風險，高電壓產品為高風險。低風險產品的緩沖期是6個月，中高風險產品緩沖期為3年（該期限是澳洲相關協(xié)會的建議，但是具體法令上政府還沒有最終確認）。
  3.RCM認證只能由澳洲當?shù)毓旧暾?，該公司必須向澳洲政府申請一個RCM號碼。中國生產商和出口商可以用自己的名義申請IEC或者AS/NZS報告，但是該報告必須交由澳洲進口商來申請RCM。申請注冊費用為每年每產品每商標75澳幣（舉例說明，澳洲某個公司擁有兩個商標：A和B，他從中國進口了完全相同的一個批次的產品，一半打上A的商標，一個打上B的商標，那意味著必須支付150澳幣每年的注冊費用）。
  4.根據(jù)該專家的意見，由于進口商將承擔產品質量不合格的風險（責任方），而且非澳洲公司無法直接申請RCM認證。則估計，越來越多的稍有規(guī)模的澳大利亞公司，為了降低費用，由中國生產廠承擔費用制作報告和申請SAA的做法。他們將傾向于指定有一定能力和聲望的實驗室，提供保險的報告和測試數(shù)據(jù)，再由他們來申請澳洲RCM認證。
  5.理論上，澳大利亞實驗室也可以作為申請方幫助某個公司獲得RCM的認證。但是根據(jù)該專家的意見，由于從法律上承擔的責任較大，估計大部分澳大利亞實驗室不會主動冒這個風險，即使來做，相關費用也可能會比較高。[1]
  安全認證
  澳大利亞沒有統(tǒng)一的安全認證標志，各個州或地區(qū)都先后以立法的形式規(guī)定了對電器產品的管理方法。雖然名稱及頒布的日期不盡相同，各個州或地區(qū)關于電氣安全立法的內容基本一致。電氣產品分為管制類電氣（prescribed product）和非管制類產品（Non-prescribed product）。
  管制類電氣產品根據(jù)AS/NZS4417.2劃分，包含電熱設備、制冷設備、電動工具、零部件等。目錄在政府的公報上公布，并根據(jù)實際情況增加。昆士蘭州、新南威爾士州及維多利亞州在認證進程中最為活躍。以昆士蘭州為例，電力法（the electricity Act 1994）宣布了電器認證、銷售及使用的詳細規(guī)定。
  管制電器
  管制類電器強制必須取得由監(jiān)控部門頒發(fā)的認可證書（certificate of approval），并且規(guī)定標識（必須打上證書號）。應當注意的是，認證程序只針對安全性而非性能或品質，除非與安全性相關。證書號的第一個字母顯示該證書由哪個州或地區(qū)頒發(fā)。如：

  非管制類
  非管制類產品雖然不強制取得認證，但其安全性由銷售商/生產商負責，可以自愿申請認證。監(jiān)控部門將為符合標準要求的產品頒發(fā)符合性證書（Certificate of Suitability）.取得符合性證書的電器產品可以打上證書號，證書好最后的字母顯示該證書由哪個州或地區(qū)頒發(fā)，如：
  CS/431/Q（昆士蘭）
  CS/108/N(新南威爾士）
  RCM標志：澳大利亞和新西蘭正在引入RCM標志（Regulatory Compliance Mark），以實現(xiàn)電氣產品的統(tǒng)一標識，該標志是澳大利亞與新西蘭的監(jiān)管機構擁有的商標，表示產品同時符合安規(guī)和EMC要求，是非強制性的。在產品取得安全認證和電磁兼容注冊后，可通過頒發(fā)安全認證的監(jiān)管機構或“RCM Registrar”（Standards Australia）申請使用RCM標志。
SAIGLOBAL標志：是由SAI（原來的SAI）頒發(fā)的產品安全標志，這個標志是非強制的，并且需要工廠檢查等等。
  能耗標簽
  盡管在大部分州與地區(qū)對白家電與家用空調的能耗都有類似的強制要求，各個州的強制認證產品目錄不盡相同。目前昆士蘭州與維多利亞州的產品目錄最為齊全。任何一個州的登記在其他的州與地區(qū)也同樣有效。能耗要求適用于下列家用電氣：
  電冰箱與制冷器（測試標準：AS/NZS 44741.1、AS/NZS 4474.2)
  洗衣機（測試標準：AS/NZS 2040.1 、AS/NZS2040.2)
  干衣機（測試標準：AS/NZS2442.1、AS/NZS2442.2)
  洗碗機（測試標準：AS/NZS 2007.1、AS/NZS2007.2)
  單向家用空調（測試標準：AS/NZS3823.1.1、 AS/NZS3823.1.2、AS/NZS3823.2、AS/NZS3823.3）申請人必須向監(jiān)控機構提交申請表并附上完整正確的測試報告及能耗標簽的樣本。測試報告必須由經認可的實驗室出具，自簽發(fā)日起三年內有效。
  安全性
  電磁安全性要求：電子電器產品進入澳洲，除安全標示外，還應該有EMC標志即c-tick 標志。目的是保護無線電通訊頻段的資源，它規(guī)定的實施制度有點類似于歐洲的EMC指令. 因此，可以由生產商/進口商進行自我聲明。但是，在申請C-tick標志之前，必須要按相關CISPR標準進行測試。并要由澳洲進口商背書&；提交報告。澳洲 ACA(Australian Commication Authority) 統(tǒng)一受理，發(fā)放登記號碼。
  在澳大利亞電磁兼容性由ACA（Australian Communications Authority）監(jiān)控，在澳大利亞的EMC體系下，產品分為三類，供應商在銷售二、三類產品前必須在ACA注冊申請使用C-TICK 標志。
  一類產品：對使用無線頻譜的設備干擾輻射較低的產品，如手動開關、簡單的繼電器、單向鼠籠式電感電機、電阻等。這類產品在生產銷售時可自愿申請使用c-tick標志。
  二類產品：對使用無線頻譜的設備干擾輻射較高的產品，如開關電源、電焊機、調光器、大部分的家用電器等。
  三類產品：對使用無線頻譜的設備干擾極高的產品，即CISPR11與CISPR22覆蓋的產品。由于在ACA注冊申請使用C-TICK標志的申請人只限于在澳大利亞或新西蘭的注冊公司，可通過澳大利亞或新西蘭的買家或在澳大利亞或新西蘭由分支機構/合作伙伴的認證機構申請。
  應用架構
  系統(tǒng)應用構架：SSA(System Application Architecture）指IBM 的跨平臺程式發(fā)展架構標準，依據(jù)此架構開發(fā)的程式可在數(shù)種符合SAA標準的平臺 (PLATFORM) 與作業(yè)系統(tǒng) (OS) 上執(zhí)行。
